Discusses the trends in low-cost housing provision in Canada, Britain and the US touching on the instruments for financing low-cost housing provision and developing the politics of low-cost housing. Concludes with the suggestions: that housing organizations in Canada adopt new financing mechanisms for low-cost housing provision; that they enhance linkages with other organizations; and that they develop methods of work that place a priority on empowering residents. It further suggests that strategies attempt to link low-cost housing with other interests in order to broaden its political constituency.
