Examines the challenges facing caregivers and the impact of these issues on child care in Canada. The child care sector is a richly diverse social sector that is vital to our society, but plagued by a lack of coherent public policy and chronic underfunding. The study proposes recommendations to deal with the complex human resource issues in this sector.
